Heads of five Dutch ministries joined the process to think  through the possibilities for society\u2019s expectations from goverments in  the future. A scenario set was released to the public with an  introduction by the Minister for VROM. The scenarios anticipated a $70  per barrel oil price when oil was still selling at $23 per barrel.
